Description & Qualifications for Race Officers

 
The Canadian Yachting Association's Race Management Program has been developed to provide competent regatta management skills for volunteers organizing and running sailing competitions. There are four levels in the CYA Race Management Program and an additional level in the International Sailing Federation.
* A CYA certified race official is working on behalf of CYA, and therefore covered by the Director and Officer Liability Policy (see CYA website), as long as the following conditions are met.  To be eligible, a race officer must be:
  • currently certified, at any level, as a CYA race officer.  The person must be certified at least as either a Club Judge, Assistant Race Officer, or Canadian Umpire
  • a member of a CYA member yacht club
  • working on a volunteer basis at the named event/series
  • using the current racing rules of sailing**
**According to Rule 89.1 in the 2009-2012 Racing Rules of Sailing the organizing authority of a race must be (1) the ISAF, (2) a member national authority of ISAF (CYA), (3) a member club or organization of a national authority (CYA) or (4) an unaffiliated member club/organization that is working in conjuction with a member club/organization AND that has been approved by the national authority (CYA) and ISAF.

Assistant Race Officer (ARO)

Description

An Assistant Race Officer is capable of assisting in the running of a race as a member of the Race Committee crew of a regatta.

Certification

By Ontario Sailing (or the applicable Provincial Sailing Association (PSA)) (Link course list, Link to online registration)
 
Prerequisites for Certification:
  • Sailing or boating experience
  • Successful completion of the 4-hour CYA ARO Race Management Seminar given by a CYA Race Management Course Conductor (RMCC).
Training Book Requirement:
  • Join the Race Committee Team!

Supporting Documentation

  • PSA record of ARO Seminar attendance within four years of the application
  • A CYA Race Officer Application form

Recertification

  • By the PSA after evidence of service at a minimum of four events per certification period.
  • Submit application for re-certification to the PSA using a CYA Race Officer Application form.

There will be a 4-year certification period expiring December 31st (first term will then be certification year plus 3 years).

 


 

Club Race Officer (CRO)

Description

A Club Race Officer is capable of managing the "on-the-water" operations of regattas at the club and provincial levels.

Certification

By Ontario Sailing (or the applicable Provincial Sailing Association (PSA)) (Link to Application Form.xls & Application Checklist.xls)
 
Prerequisites for Certification:
  • Successful completion of the 12-hour CYA CRO Race Management Seminar given by a CYA Race Management Course Conductor (RMCC).
  • Record of practical experience in Race Committee organization as a Race Officer (RO) at a minimum of two events.

Supporting Documentation

  • PSA record of CRO Seminar attendance in the last four years prior to the application.
  • A CYA Race Officer Application form.

Recertification

  • By the PSA after evidence of service at a minimum of four events per certification period as a race officer.
  • Submit application for re-certification to the PSA using a CYA Race Officer Application form.

There will be a 4-year certification period expiring December 31st (first term will then be certification year plus 3 years).

 

 

National Race Officer (NRO)

Description

A National Race Officer is capable of managing the "on-the-water" operations of provincial, regional and national championships, utilizing a variety of racing formats.

Certification

By the CYA Race Management Sub-Committee (RMS).

Prerequisites for Certification

  • Minimum two years service as an Club Race Officer
  • Minimum four events as a Race Officer (RO), Principal Race Officer (PRO), Deputy Race Officer (DRO) or Mentor within the past two years.
  • Successful completion of the CYA Race Management Seminar within the last four years prior to the application.
  • Applicants must show they have kept abreast of the changes made to the current RRS and are certified as any level as a jurist.
  • Evidence of experience in varying currents, depths and weather conditions.
  • Evidence of exposure to different venues.
  • Experience with different racing formats such as one design racing, handicap keel boat racing, buoy racing and utilization of various course formats; windward/leeward, trapezoid, triangle, upwind and downwind finishes.
  • Demonstrating 'on-the-water' ability, particularly in stress situations and positive results of a review by peers and mentors.
Training Books Requirements:
  • Join the Race Committee Team!
  • Current version of the Racing Rules of Sailing.
  • Current edition of the CYA Race Management Manual.
  • Recommended ownership of ISAF cases, CYA appeals and ISAF Q&As.  The documents are available for purchase on-line or via free download in PDF format.

Supporting Documentation

  • Sailing instructions drafted under the responsibility of the applicant for a handicap keelboat and/or one design event where the applicant served as a Race Officer (RO) or a Principal Race Officer (PRO).
  • A CYA Race Officer Application form.
  • An email address list of four (4) National and higher officials (ROs, Judges & Umpires) who have served with the candidate for major events over the preceding four years with at least two being Race Officers.
  • Report forms will be sent to selected references by the RMS.

Recertification

  • By the CYA RMS after evidence of service at a minimum of four events per certification period as PRO, RO, DRO or Mentor of same.
  • Applicants must show they have kept abreast of the changes made to the current RRS and are certified at any level as a jurist.
  • Submit application for re-certification to the CYA using a CYA Race Officer Application form.
  • Attendance of a CYA Race Management Seminar within the last six years.

There will be a 4-year certification period expiring December 31st (first term will then be certification year plus 3 years).

 


 

Senior National Race Officer

Description

A Senior National Race Officer is capable of managing the "on-the-water" operations of national and international championships of above-average size and complexity.

Certification

By the CYA, after demonstrated "on-the-water" ability and positive results of a review by peers & mentors, including reports from select references.

Prerequisites

  • Minimum two year service as a National Race Officer
  • Minimum Provincial Judge Qualification
  • Service record on organizing committees and as Race Officer, Principal Race Officer, or as a Mentor of same, on a variety of venues.
  • Applicants must show they have kept abreast of the changes made to the current RRS.

Supporting Documentation

  • Sailing instructions drafted under the responsibility of the applicant for a national or international championship where the applicant served as Race Officer, Principal Race Officer, or as a Mentor of same.
  • A list of all the National and Senior National officials (Race officers, Judges & Umpires) who have served with the candidate over the preceding four years.

Recertification

  • By the CYA, after evidence of service, at a minimum of four events per certification period. (Three in the last two year period, as Race Officer, Principal Race Officer, or as a Mentor of same.)
  • Applicants must show they have kept abreast of the changes made to the current RRS.

A race officer must be certified for a minimum of 2 years before being certified at the next senior race official level, although the Certification Committee may waive this minimum time served at its discretion in special circumstances.

 


 

Race Management Course Conductor

Description

A Race Management Course Conductor is a certified National Race Officer who has been trained to give CYA Race Management Courses.

Certification

By the CYA, after successful organization and running of a Level 1 and a Level 2 Race Management Workshops.after demonstrated "on-the-water" ability and positive results of a review by peers & mentors, including reports from select references.

Prerequisites

  • To be certified as a National Race Officer
  • Successful completion of the CYA Race Management Course Conductors' Seminar.

Supporting Documentation

A list of all courses conducted over the preceding four year period, including Seminar chairman or host club officer in charge.

Recertification

By CYA.  Must hold two Race Management Workshops per certification period.

A race officer must be certified for a minimum of 2 years before being certified at the next senior race official level, although the Certification Committee may waive this minimum time served at its discretion in special circumstances.

 


 

 International Race Officer

Description

An International Race Officer is responsible for the organization and conduct of international sail racing events and may serve as their Principal Race Officer.

Certification

By ISAF, upon initial nomination by CYA.

Prerequisites

  • By ISAF.
  • The first time applicant must have served as a Senior National Race Officer for a minimum of two years
  • Applicant must comply with all current ISAF requirements.
  • First time applicants must file their application with CYA by August 1 of the year they wish to be considered by ISAF. (If applicant is completing an event after August 1, details on this event can be submitted upon event completion).
